Terms & Conditions 23win — A Complete Guide to Using the Platform in Malaysia

Acceptance of Terms & Conditions

These Terms & Conditions ("Agreement") constitute a legally binding contract between you ("Member", "User" or "you") and 23win ("Platform", "we", "company"). This Agreement governs your access to and use of the website, mobile application, and all services provided by 23win.

By clicking "Register", "Log In" or by otherwise accessing or using any part of the platform 23win, you confirm that you have read, understood, and agreed to be fully bound by these Terms & Conditions, including our Privacy Policy and Responsible Gaming Policy, which form part of this Agreement.

These Terms & Conditions represent the latest version, effective from January 2026 and supersedes all previous versions. 23win reserves the right to amend these terms at any time with reasonable notice to members via registered email or an in-platform notification.

Member Eligibility

To register for and use the services 23win, you must meet all of the following eligibility criteria:

• Be at least 18 years at the time of registration. This age requirement is absolute and admits no exceptions.
• Have full legal capacity to enter into a binding agreement in Malaysia.
• Not prohibited by Malaysian law or regulation, or by the laws of your country of residence, from participating in online betting activities.
• Acting on your own behalf and not as an agent, proxy or representative of any third party.
• Does not have an active self-exclusion history at 23win or any associated platform.

23win reserves the right to request proof of age at any time and to suspend or terminate the account of any member found not to meet the eligibility requirements above. Balances in accounts terminated due to fraud or age violations will be forfeited at our sole discretion.

Registration & Account Security

Each individual is only permitted to hold one (1) account at 23win. Registering multiple accounts is strictly prohibited and will result in the closure of all associated accounts without compensation. This includes accounts registered under different names, phone numbers, email addresses, or device information by the same individual.

During registration, you must provide information that is truthful, accurate, current and complete. Providing false or misleading information is grounds for immediate account closure. You also agree to update your profile information promptly whenever changes occur to ensure it remains accurate at all times.

You are solely responsible for keeping your account username and password confidential. 23win yours. You must:

• Using a strong, unique password that is not shared with any other account.
• Not sharing your login credentials with any party — including family members.
• Notify 23win immediately if you suspect any unauthorised access to your account.
• Log out of your account after every session, especially on shared devices.

23win will not be held liable for any losses arising from your failure to safeguard the security of your own account.

Deposit & Payment Methods

23win accepts deposits via the following Malaysian payment methods: Touch 'n Go eWallet, DuitNow, GrabPay, Boost, ShopeePay, and FPX through Maybank2u or CIMB Clicks. All transactions are processed in Malaysian Ringgit (RM) and no processing fees are charged by 23win for deposits made using these methods.

All funds deposited into the account 23win must belong to you personally and must not originate from any illegal source. 23win reserves the right to request proof of ownership of the payment method used, as part of our KYC and AML procedures. Deposits made using another person's account or card without authorisation constitute a serious breach and may result in legal action.

Fund Withdrawal

Members may request a withdrawal at any time, subject to the following conditions. The minimum withdrawal amount is RM 30. Withdrawals will only be processed to the same payment method used for the deposit, or to a verified Malaysian bank account held in the member's name.

Before a first withdrawal is processed, members must complete identity verification (KYC) by submitting the following documents to the support team 23win:

• A clear copy of your Malaysian identity card (MyKad) — both front and back.
• Proof of ownership of the payment method used for the deposit (for example, a screenshot of your e-wallet or a bank statement).
• A selfie holding your MyKad if requested by the verification team.

All approved withdrawals are processed within the following timeframes: withdrawals to e-wallets (Touch 'n Go, DuitNow, GrabPay) within 3 to 15 minutes; withdrawals to Malaysian bank accounts within 1 business day. 23win does not charge any processing fees for withdrawals.

Bonuses & Promotions

All bonuses and promotions at 23win, including the Welcome Bonus of RM888, reload bonuses, referral bonuses and any periodic promotions, are subject to specific terms and conditions displayed alongside each offer. The general bonus terms applicable to all promotions are as follows:

• Each member is entitled to the Welcome Bonus once only. Attempting to claim the same bonus more than once through multiple accounts constitutes fraud.
• All bonuses carry a rollover requirement (wagering requirement) that must be met before bonus winnings can be withdrawn. The rollover ratio for each bonus is clearly stated in the respective promotional terms.
• Different games may carry different rollover contribution rates. Live Casino, Blackjack, and Baccarat typically contribute at a lower rate than slots for rollover calculation purposes.
• 23win reserves the right to void any bonuses and associated winnings if there is evidence of bonus abuse, systematic risk-free betting (arbitrage), or a violation of any bonus terms.
• Unclaimed bonuses that expire within the designated validity period will be forfeited automatically without compensation.

Players who use a VPN, proxy, or any other method to conceal their actual location in order to access promotions not available in their region will forfeit all related bonuses and winnings.

Game Rules

General rules applicable to all games at 23win:

• Game results are final once a round or bet has been completed. No appeals will be entertained on the basis of personal dissatisfaction with a fair and valid outcome.
• In the event of a technical disruption that affects the integrity of a round, 23win reserves the right to void the round in question and return the stake to the member.
• Betting on sports and e-sports is subject to additional rules covering match cancellation policies, dead heat rules, and the handling of postponed events.
• The use of automated software, betting bots or any system designed to exploit bugs or vulnerabilities on the platform is strictly prohibited.

For Sports Betting, all odds displayed at 23win is accurate at the time of display but may change before a bet is confirmed. Betting limits for each market are shown in the betting interface and 23win reserves the right to limit the size of bets on any market at any time.

Prohibited & Restricted Activities

The following activities are strictly prohibited on the platform 23win and will result in immediate account closure and possible legal action:

• Money laundering: Using the platform to launder money or conceal the source of illegally obtained funds.
• Payment fraud: Using stolen credit/debit cards or bank accounts, or fraudulently initiating chargebacks after making a deposit.
• Multiple accounts: Registering more than one account for the purpose of claiming multiple bonuses or circumventing account restrictions.
• Bot usage: Using automated software to play, make betting decisions or exploit the system.
• Collusion: Colluding unlawfully with other players to gain an unfair advantage in player-versus-player games.
• Misuse of insider information: Using confidential or insider information to gain an advantage in Sports Betting or e-sports.
• Threats or abuse: Threatening or harassing support staff or other players on the platform.

Account Suspension & Closure

23win reserves the right to suspend or close any member's account at any time, with or without prior notice, for reasons including but not limited to: breach of these Terms & Conditions, suspected fraudulent activity, failure of KYC verification, or requests from legal authorities.

Members may also request account closure at any time by contacting the support team 23win. For voluntary closures, any eligible balance (including valid winnings exceeding the minimum withdrawal threshold) will be returned to the member once all required checks have been completed.

For members who opt for self-exclusion as part of the responsible gaming programme, the exclusion period is absolute and cannot be reversed before its expiry without going through the assessment process established by 23win.

Liability Limits & Disclaimer

23win provides the platform on an "as is" basis and makes no express or implied warranties regarding uninterrupted availability. While we strive to maintain 99.9% uptime, occasional technical disruptions are entirely beyond our control.

To the extent permitted under Malaysian law, 23win shall not be liable for:

• Any direct, indirect, incidental, or consequential losses arising from the use of the platform.
• Losses caused by internet disruptions, device failures, or technical issues beyond the platform's control.
• Unfavourable betting outcomes made based on information obtained from external sources.
• Actions or omissions by third parties that affect a user's experience on the platform.

Maximum liability limit 23win to any member under any circumstances is limited to the net deposit amount made by that member in the 30 days preceding the claim.

Data Privacy & PDPA Compliance

23win takes the privacy of Malaysian members very seriously. All personal data collected during registration and use of the platform — including names, phone numbers, email addresses and transaction records — is handled in accordance with Malaysia's Personal Data Protection Act 2010 (PDPA).

Amendments to Terms & Governing Law

23win reserves the right to amend, update, or replace any part of these Terms & Conditions at any time. Any material changes will be communicated to members via registered email or a prominent notice on the platform at least 7 days before taking effect, except in circumstances requiring immediate action.

Continued use of the platform 23win after the amendment notice is considered acceptance of the revised terms. If you do not agree with the changes, you have the right to close your account before they take effect.

These Terms & Conditions and any disputes arising from them are governed by and construed in accordance with the laws of Malaysia. Any dispute that cannot be resolved amicably within 30 days will be referred to binding arbitration conducted in Kuala Lumpur, Malaysia.

If any provision of these Terms is found to be invalid or unenforceable by a court of competent jurisdiction, that provision shall be deemed amended to the minimum extent necessary to make it valid and enforceable, without affecting the remaining provisions, which shall continue in full force and effect.
